SAEBD-ICCC and SAEBD International Ltd launch new Global Citizenship Initiative 2021-2031
As part of a strategic intervention for ‘International People to People Cooperation’ and linked to SAEBD’s existing global initiatives, a SAEBD Global Citizenship Education capacity building global initiative will be soft-launched at the 2nd Presidents Meeting (Cycle 2) on Sunday 6th of June 2021. The main launch will take place on Saturday 17th July 2021 during the SAEBD-PEIC East-West Dialogue Series. The first multi-partner programme will be run in Malaysia.
SAEBD Books for Peace International Initiative 2021-2027
On the 5th of May 2021, SAEBD International and SAEBD-ICCC began discussions with HRH Dom Duarte de Braganca the head of the Dom Manuel II Foundation of Portugal on collaboration to implement the SAEBD Books for Peace International Initiative 2021-2027 and Flood Relief Effort for Timor-leste. The Flood Relief effort will be implemented by PEIC in partnership with SAEBD sending 1 container of items from Portugal. SAEBD Flood Relief and Long-term Sustainable Development Capacity Building Action for Timor-Leste 2021-2023 (Phase 1).
This May 2021, SAEBD-ICCC, PSPPBM (SAEBD Malaysia) and SAEBD International Ltd began discussions with State Minister of the Government of Selangor YB Dr Siti Mariah Mahmud on Flood Relief and long-term assistance for Timor-Leste. On the advice of the State Minister for Health, Women and Family Empowerment, communication has been made to the Chief Minister for State support to realise this effort. 12th Presidents meeting in April 2021 Approves of Disaster Relief Programme for Timor-Leste
SAEBD-International Ltd UK on behalf of SAEBD-ICCC network will work with HIAM- Health and other NGOs, government agencies and the private sector in Timor-Leste and overseas in the delivery of relief support. HIAM Health is a National ONG established in 2003. HIAM Health or Hamutuk Ita Ajuda Malu or “Together we help each other” is a vital voice in Timor Leste’s fight against Malnutrition. From 2015- 2020 HIAM Health partnered with Cardno Company to implementing a USAID project called “Avansa Agrikultura”. HIAM-Health CEO, Rosaria Martins da Cruz and Patron H.E. Dr Jose Ramos-Horta, past President of Timor-Leste and a Nobel Peace Laureate (1996).
East-West Dialogue Series 2021 with Portuguese East Indies Company (PEIC), Portugal & Macau SAR – Inaugural Session on the 24th April 2021
SAEBD International UK is the platinum sponsor of the SAEBD-ICCC Network and Portuguese East Indies Company based in Portugal and Macau SAR. Hosted by PEIC, the Inaugural online dialogue session will take place on the 24th of April 2021, 10.30 am-12noon (PST), as part of the United Nations Multilateralism and Diplomacy for Peace Day celebrations. The Keynote address was delivered by HRH the Duke of Porto, Dom Dinis de Braganca, who replaced HRH Maria Francesca Isabel de Braganca.
North-South Centre, Council of Europe, Training and Programme Deliver Tender
SAEBD International as part of a consortium has made a preliminary tender submission (6 months + 4 years) to the North-South Centre, Council of Europe to be a party in the design and delivery of the Global Citizenship and Youth cooperation programmes of the inter-regional organisation.
Exploring SAEBD International Ltd. UK Commercial Operation in Saudi Arabia, the Middle East
The 12th Presidents Group Meeting on the 11th of April approved the establishment of a special team comprising of officers of SAEBD-ICCC network and SAEBD International Ltd to explore the potential of opening a Middle East branch in Saudi Arabia. The team will be led by Deputy CEO I Naser Saleh from Kuwait with the support of CEO Eugene F Arokiasamy and Chairperson of the Board of SAEBD International Ltd. UK, David Carmichael.
11th President’s Meeting SAEDB-ICCC Initiatives – Post Covid-19 Actions for Zimbabwe
The 11th (cycle 1) Presidents Group Meeting discussed and approved new two initiatives for Zimbabwe. SAEBD-ICCC initiatives for Zimbabwe focus on Education (Books for Peace Initiative) and Sustainable Agriculture (involving special and non-special needs people) for livelihood and enterprise development for Zimbabwe. As a post Covid-19 action initiative, it is being realised in consultation with local partners in Zimbabwe. The strategic intent of this turn-key multi-tiered initiative is to kick-start during Covid-19 and post Covid-19 periods. It is an immediate relief effort while implanting mindset change and ‘buy-in’ for a long term sustainable integrated health action programme, intertwined with livelihood development projects.
The Books for Peace International Initiative: Phase 2 – 2021-2027
This International initiative was established by SAEBD-ICCC network partner SAEBD Malaysia (Persatuan Sahabat Pelajaran dan Penaung Buku Malaysia) in mid-2017 (phase 1: 2017-2020). Since 2017’ the initiative has in its pilot phase 1 enabled donation tons of books primarily in Malaysia and Cambodia. Donated books have been given to schools and community centres. A hub primary school in Kuala Lumpur that received 3 tons of book won the best school library in the federal territory, and also redistributed books to another 20 schools. SK Batu Primary, KL received prize money of RM100,000 or USD25,000 to further extent programmes as a hub school. Another Special School in Selangor – Integrated Non-Special Needs and Special Needs School – received 6 tons of books and redistributed books to over 25 schools.
In November 2017 on a visit to Timor-Leste, the President of PSPPBM at the time PSBM, met with senior personalities in Timor-Leste to discuss the potential of establishing ‘blue ocean’ Community Learning and Library Centres in Timor-Leste (CLLC). The idea was well received.
Following these discussions, a strategic plan was formulated to begin the process of establishing CLLCs. Targeted partners included trusts and foundations, non-governmental and private sectors globally to realise pilot projects in Timor-Leste with local Non-Governmental organisation. In 2018 at Parliament Malaysia, during the United Nations the Books for Peace International Day for Multilateralism and Diplomacy for Peace Day Cerebrations, the Peace International Initiative announced by the Hon. Senator Donald Peter Mojuntin was acclaimed as a noble and significant effort to facilitate cooperation between people and nations by Senate.
In 2019, SAEBD Malaysia made a visit to Hiroshima House in Cambodia (supported by Hiroshima House Japan), an educational facility for disadvantaged children. A nominal donation of books was made in lieu of establishing a CLLC in Cambodia in partnership with Hiroshima House Japan. This programme visit was organised by the President of SAEBD Japan.
The International Initiative Lead person is Eugene F Arokiasamy, Executive President SAEBD-ICCC . The Timor-Leste pilot country focal point is Francelino Guterres, President SAEBD-Timor-Leste. The SAEBD Special Needs and Non-Special Needs People in Sustainable Agriculture Global Initiative 2020-2045
Gobal Initiative: SAEBD Special Needs and Non-Special Needs People in Sustainable Agriculture for Social Inclusion, Employment, Community Health and Food Security, Environmental Conservation and Climate Change Mitigation 2020-2045
[*Special Needs education is for persons with learning difficulties, emotional or behavioral or physical disabilities. However not all special needs people are physically disabled, the term is used inter-changeably].
The Rational
Special Needs People represent a ‘lost’ valuable human asset, who are excluded, ignored and discriminated against as nonSpecial Needs People assume that Special Needs People do not have to be involved or do not have the capacity to be involved in such processes. Exclusionary processes challenge the ability of Special Needs People to participate and to be employed.
According to the UN International Labour Organisation there are over 1 billion people who are classified as Special Needs persons.
Covid19 has made people more aware of the acute discrimination certain cohorts of the population face in the world. With the lockdown time, more and more people had time to find out about the challenges of very limited avenues for Special Needs People* to participate fully in skills building or
knowledge building activities for inclusion, employment, engagement in economic development, enabling food security or even of climate change mitigation and adaption.
Problem Statement – The Exclusion of Special Needs People in Society

c) Exclusion from Social Justice Actions – Social Inclusion, Employability, Sustainable Agriculture, Well-being and Healthy Living, Food Security, Climate Change Mitigation
This global initiative focuses on the engagement of Special Needs People working with Non-Special Needs people in Sustainable Agriculture. It is rolled-out through the pilot projects in urban and rural centres – Healthy Living and Organic Farm Training Centres – with the aim of building capacity through stakeholder pedagogical training and awareness workshops, dialogues, seminars, launchings and hand-on experiential learning.
The initiative stipulates that inclusionary elements are utilized in all pilot project design to engage special needs people:
- Human capital development and organizational capacity build through training special needs and non-special needs people especially youth and the elderly, using TVET, HR development, motivation and leadership programmes to enable social inclusion, agency and employability;
- Hand-on experiential learning and employment in urban and rural farms-building through direct participation in sustainable agriculture – natural organic farming.
